Mayor of London, Sadiq Khan admits that many thousands of passengers have been left out of pocket due to the incident.

The attack happened at the start of September and has meant that up until now, many people have been unable to apply for an oyster card.

As of this morning, people over the age of 60 can apply for the 60+ photocard. This is in addition to the photocards that apply to students, apprentices, and care leavers over the age of 18. Schoolchildren however will have to wait until the end of November as TfL continues its phased reintroduction to reduce the backlog.

Starting next year the Government wants to increase tube and bus fares meaning the amount of money saved from the photocards would also increase.

What Caused the Outage

A TfL spokesperson said that they “identified some suspicious activity on September 1st” and “took the difficult decision to temporarily pause new concession photocard applications while they undertook security checks”.

TfL has stated that they intend to refund customers who have paid more for their travel than they should due to TfL not being able to accept photo card applications.

The National Crime Agency reported that they have arrested a 17-year-old from Walsall in relation to the incident.

The Impact on Students

Joe is an LLM Legal Practice student studying at the University of Law in Moorgate who commutes from Teddington in south-west London. Teddington is in fare zone six and Moorgate is in fare zone one.

He said that over the last two months, he has spent around £375 on transport. If the discount was in place he would have spent 30% less. This would have added up to more than £110.

He told me that this has made a significant impact on his willingness to go to university to study or to socialize.

Joe also told me that he was very unclear as to what the refund process was. TfL says that once new photocards have been issued, they will provide information on how customers can apply for refunds.
