With further frost and ice ahead for the capital, and snow not out of the question, Shelter are calling on the public to provide greater support for those exposed to dangerous temperatures.
A disproportionately high number of Londoners are at risk from cold temperatures due to homelessness fears.
One in 51 people are homeless in the capital and this has risen 11% since December 2022. Newham has the highest rates of homelessness, with one in every 20 people homeless in the borough.
The severe weather emergency protocol (SWEP), published by Homeless Link, provides guidance for councils and local authorities to provide support. Still, it stresses that there is ‘no legal requirement’ for local authorities to follow the guidance.

Turning to X, Shelter released a video informing the public what they can do to help someone sleeping rough in the cold.
1. Ask if they need anything: this could be hot food, drinks, clothes or blankets.
2. Contact the local council: They may be able to provide extra help.
3. Register with Street Link: tell outreach services where they are
Find a day center which can provide food, warmth and emotional support.
Homeless charities in the capital remind the public that overexposure to the cold can result in serious physical and mental health risks.
